This a panning shot ,it is a shot which tracks a moving image in movement, blurring out the background and keeping the object in focus.
You can create a panning shot by using manual focus but you have to lower the shutter speed (e.g.) The idea is that you manually focus on the moving subject/object, and pan the camera in the direction it's moving in-the shutter speed creating a blurred and out of focus background.
